Recently, the Department of Education and Youth issued two Circular Letters 0037/2026 and 0038/2026.
Under their terms, ASTI members were to be prevented from applying for the posts to be provided in schools from September, associated with Senior Cycle Redevelopment, because we had rejected the Senior Cycle Redevelopment Implementation Support Measures (SCRISM) document in a ballot of members in May 2025.
ASTI has now negotiated an addendum to the Senior Cycle Redevelopment document. In light of this, a Central Executive Council meeting will be held on Saturday 25th April to consider a further ballot of members.
The Department of Education and Youth has agreed to a temporary measure to allow ASTI members apply for such posts. This variation of the terms of the Circulars allows ASTI members to be eligible to apply only. It does not relate to eligibility for appointment. There is no bar now that will prevent applications and a recruitment process proceeding, with eligibility criteria for appointment being considered at the end of a recruitment process. ASTI members are currently not eligible for appointment to these posts but they could apply and would become eligible if the ASTI accepts the SCRISM and addendum in a ballot of members.
