The Department of Education and Skills has issued three new Circular letters.

Circular 0048/2017 – Public Service Stability Agreement 2013-18 (Haddington Road Agreement/ Lansdowne Road Agreement and the Financial Emergency Measures in the Public Interest Acts 2013 and 2015) : The purpose of the Circular is notification to the system of application of the terms of the Lansdowne Road Agreement to all teachers in the context of the ASTI Special Convention of June 10, 2017.

It provides for payroll adjustments including salary increases, supervision and substitution moieties, new entrants’ pay scales, and pay restoration.

It provides for the lifting of the freeze on pay increments and restoration of the improved CID arrangements introduced under the Ward report. On the Croke Park hours it deals with the revised usage of available time for planning and development work (other than on a whole school basis). It confirms renewed access to the redeployment panels and protection against compulsory redundancy.

A second Circular – Circular 0049/2017 - deals with a revised procedure and sequence for filling available teacher posts/ hours. This is intended to support the objective of providing security of employment and enhanced teaching hours for teachers employed on less than full hours, as additional hours become available. It also notifies the system that a teacher employed on a Contract of Indefinite Duration (CID) holds an employment status that is equal to that of a permanent teacher.

Another key recently issued Circular - Circular 0029/2017 Junior Cycle Resources (Professional Time and Administration Grant) - sets out the arrangements for 2017/18 and 2018/19. This confirms the entitlement of teachers to an annual allocation of 22 hours of professional time (40 minutes per week) with a pro-rata entitlement for part time teachers. This will apply to all teachers involved in the delivery of Junior Cycle.

This should be provided in timetables from September 2017. In a small number of schools where this may not be possible, alternative local arrangements for providing the professional time entitlement in the school year 2017/18 may be required on an exceptional basis.
